Revert "hrtimer: Report offline hrtimer enqueue"

This reverts commit b1f576be92d06228d4626b8c411e18dc408b8f6f which is
commit dad6a09f3148257ac1773cd90934d721d68ab595 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
